If link building is done in the cheapest possible manner and involves several countries (bot in one country to upload links, other people in yet a poorer country to check them, etc), the quality has to be lacking. So for a bit more price you got much better results, so I am sure that good SEO's in India or anywhere else can also do a good job also for the right price and time. Indian "SEOs" are a big no-no-no! :) I hired some Romanian (hey, that's European Union) webmasters and although they were a bit more expensive than Indians, I was extremely happy with their work! Unlike indians, they are using manual work, not spam-bots. You are right.
